July 29, 2014 – In one week, voters will consider an amendment to the Missouri Constitution that would allow the Missouri Lottery to sell a new “Veterans Lottery Ticket” themed instant game.  Proceeds from sales of the game would go directly to support military veterans in the state.

Veterans-themed tickets have been successful in other states, like Texas or Kansas, and follow a larger trend of state lotteries releasing games for specific causes.  Normally, sales of lottery tickets are used in general support of the lottery’s core beneficiaries: public education in most states.

Because the Missouri lottery is government-regulated, it’s up to voters to decide if their lottery can branch out from funding public education to include one game for veterans.

Opponents say that introducing the new game could direct some funding away from schools, but supporters of the amendment point out that the game could entice new players to purchase tickets.

Furthermore, a voter’s guide and summary of the bill from the League of Women Voters points out that cousins of the proposed Missouri game “…in Illinois, Kansas and Iowa have raised millions of dollars,” and contributions to veterans programs in those states constitute a fraction of the state lotteries’ contributions to their beneficiaries.

The Missouri Veterans Commission released a statement ahead of the vote in which they thanked the Missouri legislature for showing their support by introducing the bill, though they added that they haven’t taken an official position on the matter.

In the statement, the Commission explains that proceeds from sales of the proposed game would be deposited into the Veterans Commission Capital Improvement Trust Fund, which pays for the operation and maintenance of veterans homes and cemeteries, and for the Veterans Services Program and Veterans Service Officer Grant Program.
